Orlando R. Rambo serves as a Financial Development and Public-Private Partnership Advisor for Urban Pulse Community Solutions, where he supports the firm’s economic development, redevelopment, and community investment initiatives. In this role, he provides expertise in development finance, affordable housing strategy, public-private partnerships, transportation-oriented development, and commercial redevelopment. His responsibilities include financial analysis, project structuring, funding strategy development, identification of financing opportunities, and advisory support for catalytic redevelopment and community revitalization projects.

Orlando brings more than two decades of experience across commercial real estate development, transportation services, affordable housing development, and financial consulting. He has worked extensively with municipalities, nonprofit organizations, community development entities, and private-sector partners to structure projects that align public goals with private investment. His work focuses on leveraging strategic partnerships, financing tools, and redevelopment initiatives to support economic growth and long-term community sustainability.

As Founder and President of OSR Financial Consultants, Inc., Orlando has developed a respected consulting practice providing financial advisory and development consulting services to both public and private-sector organizations. His experience includes business development, securing financing, negotiating contracts, and providing technical assistance to lending institutions and development organizations. He has served as a lead consultant on numerous redevelopment and economic development initiatives, including the City of Albany’s multi-million-dollar downtown redevelopment strategy.
